BEVERLY — Mayor-elect Mike Cahill plans to nominate four people for key positions in his administration on his first day in office Monday, including the newly created position of community relations director.
Cahill will nominate Bryant Ayles for finance director, Stephanie Williams for city solicitor, Eitan Goldberg for assistant city solicitor, and Kevin Harutunian for community relations director.
“I’m excited,” Cahill said. “In all these cases what I’ve got are people whose values match up with mine.”
Cahill will submit the names to the City Council at its organizational meeting to be held after Cahill and other elected officials are inaugurated. The inauguration ceremony is scheduled for Monday at noon in the Beverly High School auditorium. The council must approve the nominations.
The four new people, plus a new planning director that Cahill said he is close to naming, will form a team that will work closely with the new mayor. Cahill chose not to reappoint three of Mayor Bill Scanlon’s closest advisers, Finance Director John Dunn, Planning Director Tina Cassidy and City Solicitor Roy Gelineau.
The new position of community relations director would essentially fill the role of mayor’s aide. Scanlon eliminated the mayor’s aide job in 2004.
Cahill said Beverly is one of only four cities in Massachusetts with a mayoral form of government where the mayor does not have any support staff beyond a secretary.
“I’ve seen it as a necessity all along,” he said.
As community relations director, Harutunian would deal with constituent requests and concerns, Cahill said. In particular, Harutunian would work closely with neighbors and residents on the Brimbal Avenue project and the Rantoul Street/Route 1A reconstruction project.
Harutunian is a Beverly High School and St. Michael’s College graduate who has worked in commercial real estate. He is taking classes toward a master’s degree in business administration at Boston College.
“He’s very bright and articulate and he’s great with people,” Cahill said.
Cahill said he has not determined a salary for the new position and is trying to identify a source of funding in the budget.
Ayles, the prospective finance director, is deputy director of the Massachusetts Children’s Trust Fund and the agency’s former director of administration and finance. He has also worked as an auditor and budget analyst for the Massachusetts Department of Revenue.
Ayles ran unsuccessfully for Ward 2 city councilor in November.
Williams is an attorney based in Beverly. She has 22 years of experience in state and federal courts, including litigation involving municipalities and zoning boards, according to her resume. She has a law degree from Suffolk University and a bachelor’s degree in psychology from Brown University.
Goldberg is a former prosecutor for the Essex County District Attorney’s Office and is now a partner in a Beverly law firm with Scott Dullea, the outgoing Beverly city councilor-at-large. Goldberg is a graduate of Boston University and Georgetown University Law Center.
