Man wanted in Texas rape arrested in Salem

---- — SALEM — A man wanted on a rape charge in Texas and a strangulation charge in New Hampshire was arrested on Bridge Street on Monday afternoon.

Arthur Huffman, 44, of 19 Woodside Road, North Billerica, was arrested on a charge of being a fugitive from justice.

The U.S. Marshals Service was conducting surveillance on a “residence of a known associate of Huffman” on Monday when they saw him leave in a vehicle driven by a family member, according to a press release from the U.S. Marshals Service.

Members of the Marshals Fugitive Task Force and officers in Salem’s Special Response Unit conducted a traffic stop on Bridge Street at about 4:30 p.m., at which point Huffman was arrested without incident.

Huffman was wanted on an outstanding warrant out of Rockingham County, New Hampshire, for two counts of second degree assault, according to the release. The charges stemmed from an assault on a woman at a residence in Stratham, N.H., in June 2012. One of the counts of assault alleges strangulation and kicking; the other is for simple assault.

As the investigation into Huffman widened, investigators learned that he’d been arrested in Mansfield, Texas, in December 2012 on a charge of forcible rape. He fled Texas after being released on a $35,000 bond, according to the release.

The investigation into Huffman eventually led to Massachusetts, where he was known to have family and friends, said the release.

Huffman was expected to appear in Salem District Court yesterday and be held without bail pending his return to New Hampshire and eventually Texas.
