SALEM — The city is seeking proposals for Szetela Lane, a 2-acre property near Collins Cove that has proven difficult to develop.
The city advertised the site last week, three months after the collapse of a private housing proposal for Szetela Lane.
Developer Phil Singleton had planned to pay the city $862,000 for the land in order to build 15 single-family homes, but the deal dragged on for several years and finally ground to a halt last summer.
The project proved difficult to finance due to the faltering economy and cleanup issues at the site, according to Singleton's lawyer, Jack Keilty.
Szetela Lane is a former tannery site that, for the housing plan, needed to be "capped" with clean soil, a requirement that made it difficult for prospective homebuyers to get financing, Keilty told city officials.
Five years ago, former Mayor Stanley Usovicz eyed this property for a new senior center.
The city is holding a pre-bid conference at 2 p.m. on Nov. 17 at 120 Washington St., the City Hall annex. Proposal documents are available beginning tomorrow at the office of the city's purchasing agent, also at 120 Washington St.
Proposals are due by Dec. 14.
The purchasing agent's decision will be subject to approvals by the mayor and City Council.
