Police: Second man nabbed in meter thefts

SALEM — Police say they’ve arrested the second man suspected in the thefts of more than $1,000 in change from 200 parking meters throughout the city during a monthlong period.

Geoff David Kellum, 30, of 16 Huron St., Swampscott, was arrested on a warrant with charges of larceny of property under $250, possession of burglarious tools, disorderly conduct and breaking into a depository, an officer said.

Kellum was arrested after officers saw him on Lafayette Street on Friday evening. He will additionally be charged with trespassing and possession of burglarious tools, according to the incident log.

His alleged accomplice, Timothy A. Allain, 35, of Salem was previously arrested on charges of larceny of property under $250, possession of burglarious tools, two counts of breaking into a depository, receiving stolen property over $250, illegal possession of a class A substance and a violation of the city’s knife ordinance.

Allain was arrested on Sept. 17 after officers spotted him and Kellum breaking into a meter on Washington Street, according to the incident log. Kellum eluded arrest at the time.

Police began investigating the thefts on August 14, when the parking clerk reported that numerous meters had apparently been broken into. Meters were targeted in the areas of Essex Street, Sewall Street, Hawthorne Boulevard, Riley Plaza, Crombie Street, One Salem Green, Derby Street, Pickering Wharf, Lafayette Street and at the municipal lot.

Police said the suspects used keys — possibly homemade — to access the meters.

Two men were previously convicted of breaking into city parking meters and stealing as much as $4,000 with a key one had fashioned from two blank keys, according to previous Salem News reports.

That spree ended in December 2010, when police caught the pair emptying meters in a city lot on Church Street.
