Ipswich hires interim fire chief for 6 months

Provisional police lieutenant also chosen

IPSWICH — Retired Chelmsford fire Chief Jack Parow has been hired as interim fire chief for at least six months.

He takes the reins of the department from fire Chief Rick Smith, who retired Oct. 20.

Town Manager Robin Crosbie said she hired Parow after interviewing three candidates from a short list given to her by municipal officials across the state. He will stay for six months and has an option for an extension.

Parow will provide the town with continuity of operations and recommendations the town should be considering for its fire department and advise the town on its search for a new permanent chief.

“For the kinds of issues I am looking to get evaluated, Jack was the best fit,” Crosbie said.

Parow served as fire chief in Chelmsford from 1994 to 2010 and in East Bridgewater from 1991 to 1994. Before that, he worked for the North Reading Fire Department, achieving the rank of captain.

He was president and chairman of the board of the International Association of Fire Chiefs in 2010 and serves on the Homeland Security Science and Technology Advisory Committee.

“His experience will be instrumental in guiding the department forward and in undertaking the search for the next permanent chief,” Crosbie said.

For the Police Department, Sgt. Jonathan Hubbard was appointed provisional lieutenant until a permanent lieutenant is hired next fall, after the civil service promotional process is completed, Crosbie said. Hubbard was selected from a field of four candidates, all Ipswich sergeants.

The lieutenant serves as the chief’s executive officer, in charge of scheduling, training and coordinating with the district attorney in prosecuting criminal cases.

“The candidates were all well-qualified,” Crosbie said. “However, Jon stood out with his experience, training and education.”

Hubbard has a master’s degree and has had extensive training. He also serves as the emergency management director, a position he will continue to hold.
