Rules can't be broken if there are no rules: That seems to be gist of the internal affairs report commissioned by Beverly police Chief Mark Ray in the aftermath of the Feb. 24 shooting of Officer Jason Lantych.

Our View: Focus on jobs, not taxes, formula for success
There are two matters on which there appears to be broad, bipartisan agreement in the Legislature this session: new jobs, which are good, and new taxes, which are bad.
Indeed, the Democratic leadership appears to have figured out that the best way to keep the opposition at bay — witness the lack of any House races on the North Shore this year — is to avoid any mention of new taxes. Which is no doubt why Gov. Deval Patrick, who says he'd like to apply the sales tax to candy and sweetened beverages, — but won't be seeking re-election in 2014 — finds himself pretty much alone on that issue. -
Letter: Plan for new construction would serve city, neighborhood best

Salem is known for the celebration and preservation of its historic fabric and character, the rich diversity of its cultural heritage, and the thoughtful balance all parties have brought to reinvigorating our neighborhoods. When working together, preservation and new development bring great benefits to cities such as ours, enhancing our quality of life and economic vitality. -

Throughout the 106 process, whenever HSI (Historic Salem Inc.) has rebutted an argument that POUA (Planning Office for Urban Affairs) was then advancing as to why HSI's proposed adaptive reuse of the former St. Joseph Church to accommodate 51 units of affordable housing was unfeasible, POUA would invariably come up with a new argument, each one more strained than the last. -

Recent developments in the effort to expand gaming options in the Bay State hardly inspire confidence.
