To the editor:

Kudos for your Nov. 20 editorial on the devastating impact of rising malpractice insurance premiums and defensive medicine costs on the North Shore Birth Center and other medical facilities in Massachusetts

("Birth Center's problems highlight need for tort reform").

Defensive medicine is not just a problem in Massachusetts. Nationwide the cost of such unnecessary procedures exceeds $124 billion annually.

The Bay State's poor tort rules have allowed this medical crisis to fester. Massachusetts is classified as a "sinner state" in the Pacific Research Institute's 2008 U.S. Tort Liability Index, a study I co-authored, due to its high tort costs and outsized litigation risks.

State policymakers must enact common-sense, meaningful tort reforms if they hope to keep medical facilities open, physicians practicing, and health care affordable.

Our View: Nothing to fear from a winter like this one

We suspect most folks will take six more weeks of winter if it's the kind we've had so far.
Punxsutawney Phil saw his shadow when lifted from his nest in rural Pennsylvania yesterday morning. And according to tradition, however counterintuitive it might seem, if the sun is shining and casts a shadow, the groundhog is frightened back underground, delaying the start of spring by six weeks.

Our View: Plan for power-plant site deserves encouragement

There's reason for optimism in Salem where a New Jersey-based company has expressed interest in acquiring Dominion's waterfront property for power generation and other industrial uses.
While nothing has been finalized, the company, Footprint Power, has filed papers with ISO New England to become part of the regional power grid in 2016 and has discussed its plans with city officials and the union representing Salem Harbor Station's workers. The firm envisions retrofitting the existing plant to burn natural gas in place of the coal and oil that have historically powered its giant turbines.

Nelson Benton: Dems at odds over college plan

Gov. Deval Patrick's call to create a centralized administrative structure for the state's community college system is having trouble gaining traction.
North Shore Community College head honcho Wayne Burton, who this year heads the statewide council of community college presidents, has made clear his skepticism with the plan that his friend the governor unveiled in his recent state of the state address.

Thanks: Nice save of old Salem home

To the editor:
The late-1800s house at 18 Felt St. in Salem is notable because it helps to give character to its surroundings. In other words, it is appropriate for the neighborhood, where a modern home would not be.
