It is amazing how the Salem City Council spends their time on writing an ordinance on a shopping cart. Just another way of upsetting people who run a business and pay taxes in the city of Salem.
Before you jump into anything, you need to get street-smart. Ask around if anyone has any ideas. Many people who are old-school may teach you something. After all, a city that works together with the people who live or work in the city will always come out on top.
An idea that does work is a locking device on the back wheel of the shopping cart. I know they work because I had those carts when I was the manager of a retail store. The device needs to be installed on each shopping cart. When done the correct way, the cart can then travel the length of the parking lot or property. The device is set so that upon leaving the property, the wheels lock. The companies that sell these carts can install this device. The stores may have to pay a one-time fee, but it beats having to pay for every stolen cart that leaves your property, or a $25 fine. Shopping carts are very expensive to replace.
