Massachusetts Gov. Deval Patrick works the crowd at last year's biotechnology conference in Boston. Patrick, eager to attract more biotechnology business, proposed that the Massachusetts make a $1 billion investment in the industry to challenge California as a hub of stem-cell research. The cheers that greeted that announcement have been replaced by jeers over a bill on Beacon Hill that would ban pharmaceutical firms from providing gifts to doctors.
