A sudden downpour, coupled with road construction and curiosity about yesterday's double murder-suicide in Peabody caused unusually high road congestion throughout the North Shore last night."It's worse than Halloween," remarked one police dispatcher.Route 114 in Peabody was already under construction when police news spread yesterday afternoon that a Peabody man murdered his father and sister before taking his own life. The incident clogged the already congested roadway with police, news crews and spectators, adding dozens of minutes to the commute of many motorists.Peabody police Lt.
